The Restored Hakkari Bijou is obtained by combining the 
[Shattered Hakkari Bijou] and the 
[Fragmented Hakkari Bijou]. Both fragments are found in the southeastern corner of the basement of the Altar of the Blood God on the center island of Zul'Gurub, though the fragmented bijou requires being in the spirit world as part of the Jin'do the Godbreaker encounter.
The restored bijou starts the 
[1-70] Restored Hakkari Bijou quest, which awards the 
[Relics of a Fallen Empire] achievement, unlocking secrets in Zul'Gurub.
