Resist Fire is a world buff that can be applied to player's by using 
[Mind Control] (either by the Priest spell or the Engineering device) on a Scarshield Spellbinder in Blackrock Spire and using the spell on players.
It increases the fire resistance by 83. Sometimes the tooltip will say differing amounts of fire resistance, but the buff always provides 83 resistance. It can stack with the Paladin's 
[Resistance Aura].
