Reinforced Junkboxes are obtained from pickpocketing mobs in Northrend. Droprate is presumed to be higher for higher level mobs and elite mobs. This also appears to be the secondary way for rogues to level lockpicking past 350 so they can open 
[Froststeel Lockbox] which require 375 (The primary way still being the Feralfen Village.)
