Plans: Runic Plate Helm are a very rare drop from the elite Strashaz Warriors on the Alcaz Island in Dustwallow Marsh.
These plans can also be purchased from Dramm Riverhorn at the Mossy Pile encampment in Un'Goro Crater for 4.
