Omarion's Notes - Pages 31 & 32 is looted from a Lost Page at [55, 58] in an empty "window frame" at the south-eastern corner of the enchanted weapons room between Instructor Razuvious and Gothik the Harvester in the Military Quarter in Naxxramas. Handing this item in to Master Craftsman Omarion at Light's Hope Chapel in the Eastern Plaguelands will add 
[Plans: Icebane Gauntlets] and [Plans: Icebane Coif] to his shop.
This is one of the criteria of 
[Putting Wilhelm Out of Business], which requires the 
[Wards of the Dread Citadel] achievement and finding and turning in [Omarion's Second Handbook].
