Omarion's Notes - Pages 27 & 28 is looted from a Lost Page at [36, 78] on the right side of the alcove in the southeastern corner of the Horsemen's Assembly of the Military Quarter in Naxxramas. Handing this item in to Master Craftsman Omarion at Light's Hope Chapel in the Eastern Plaguelands will add 
[Plans: Icebane Mantle] and [Plans: Icebane Leggings] to his shop.
This is one of the criteria of 
[Putting Wilhelm Out of Business], which requires the 
[Wards of the Dread Citadel] achievement and finding and turning in [Omarion's Second Handbook].
