Omarion's Notes - Pages 21 & 22 is looted from a Lost Page at [76, 23] at the base of the northern gate in the Necrotic Vault (Loatheb's room) in the Plague Quarter of Naxxramas. Handing this item in to Master Craftsman Omarion at Light's Hope Chapel in the Eastern Plaguelands will add 
[Pattern: Icy Scale Waistwrap] and [Pattern: Icy Scale Breastplate] to his shop.
This is one of the criteria of 
[Putting Wilhelm Out of Business], which requires the 
[Wards of the Dread Citadel] achievement and finding and turning in [Omarion's Second Handbook].
