Omarion's Notes - Pages 19 & 20 is looted from a Lost Page at [36, 41] on a red mushroom along the western wall in the hallway between Noth the Plaguebringer and Heigan the Unclean's rooms in the Plague Quarter in Naxxramas. Handing this item in to Master Craftsman Omarion at Light's Hope Chapel in the Eastern Plaguelands will add 
[Pattern: Icy Scale Shoulderpads] and [Pattern: Icy Scale Leggings] to his shop.
This is one of the criteria of 
[Putting Wilhelm Out of Business], which requires the 
[Wards of the Dread Citadel] achievement and finding and turning in [Omarion's Second Handbook].
