Offering to the Wind Spirit is created by combining 
[Silken Thread], 3 
[Cloud Serpent Fang], and 10 
[Strong Harpy Feather] at the Altar of the Wind Spirit in Thousand Needles.
Use the Offering to gain a 30-second buff of the same name, then jump off the cliff next to the Altar while the buff is active to obtain the 
[Rune of Decoys].
Notes
Creating the Offering requires a 2-second channel on the Altar. Do not cancel the channel before it is complete, or it will consume the materials without giving the Offering.
