The Offering of the Sha'tar was a quest reward from 
[25-30] Battle of the Crimson Watch. It contained one of two Illidari trophy tabards (green or purple) as a gift from A'dal for defeating a number of Illidan's elite troops.
At some point the quest was updated to give both tabards directly instead.
