Neltharion's Toolkit is looted from a Neltharion Toolkit in Zskera Vaults in the Forbidden Reach. It can be used to repair the Broken Waygate in the cave at the Smoldering Perch in the Waking Shores. The waygate leads to a chamber containing the Obsidian Grand Cache.
