The Lieutenant General's Mount was never made available.
According to one player for the Alliance-variant, it was the first mount in the alpha stages of World of Warcraft which more than likely applies to this mount for Horde characters; everyone was given one when they started, along with a note saying "Welcome to world of darkness".[1]
