Inconspicuous Note (Deepholm)
The fourth Inconspicuous Note is found in front of the chair in the Deep Cavern in Deepholm, after having interacted with the Strange Skull. It is part of the Riddle of the Lucid Nightmare to obtain the 
[Lucid Nightmare] mount. See the Riddle article for the other notes.

Where the shaded delegate may appear.
Solution
The shaded delegate refers to the Dark Iron Ambassador, a rare spawn in Gnomeregan.
Take the back door to enter Gnomeregan, stay on the upper level of the Engineering Labs and head northwest to the Launch Bay. On the wall above a bank of ten Numerical Consoles is a plaque with Instructions. The instructions read:

Though it looks like binary, it's not. The numbers appear in sets of 5, 8, and 24 digits, with 8s and 5s always appearing as a pair.
- For each 8-5 pair, take the sums of the digits in each side and multiply them together (for instance, 01110111 00100 is 6*1 = 6)
- For each 24-digit value, just add up the 1s (e.g. 101101010010101110010110 = 13)
- Each value thus reads 6 12 14 7 13 18 12 3 13 20 25 3 8 18 7 25 2 13
- Put that sequence through the standard Caesar cipher (A=1, B=2...) to get F L N G M R L C M T Y C H R G Y B M
- That sequence of letters are shorthand for the murloc battle pet abilities
[Falling Murloc], 
[Mighty Charge], and 
[Eye Beam]. - At level 25, those abilities do 684, 560 and 1110 damage, so the code so far is 6845601110.
- Reverse the sequence (that's what the '180' for is near the end) to get 0111065486
- Finally, add 1 to each number (the +1111111111 line) to get 1222176597.
Interact with each Numerical Console and push levers up as appropriate to get to the correct sequence.
Once all consoles have the correct value, they will close up and the fifth Inconspicuous Note appears on the floor.
