The Incantation of Vu is used to summon Haqin of the Hundred Spears in the Court of Bones on the Isle of Thunder. The incantation is a rare drop off any mob on the isle, and using the incantation is a requirement of the Isle of Thunder quest achievements 
[The Mogu Below-gu] and 
[These Mogu Have Gotta Go-gu].
Use the item at [38.8, 59.3] on the southeastern side of the Court of Bones, near the other two grave markers.
