Improved Pestilence was a death knight Draenor Perk, available as early as level 91, though it was not guaranteed to be acquired until level 99.
It replaced 
[Improved Heart Strike] during the alpha, then was removed when the Draenor Perks system was revised to reduce the total number of perks during the beta.
