None-crafters could also get this item from Craftsman Wilhelm if they had completed the quest 
[60] Icebane Gauntlets. Wilhelm would make you this item if you supplied him the components and 300.
The plans were learned from [60R] Omarion's Handbook. He would then instruct you if you were a craftsman. You also had to be Revered with the Argent Dawn to learn this plan.
