These Horn Fragments are the collected pieces of 
[Hodir's Horn], which the player had collected previously during the quest 
[25-30] In Memoriam.
During the quest [25-30] A Monument to the Fallen, the player takes them to Njormeld, to be forged into monument in honor of those who perished in the Thunderfall, and in remembrance of the glory of battle at Thorim's side.
