I leave it to whoever will oversee the implementation to come up with a workable name (HTML2txt?). However, I very strongly feel that this snippet of wiki code needs to be made its own template:

While I doubt {{Tooltip}} is the only template using this particular code fragment, the fact that that one template repeats it 4 or 5 times makes it a valid candidate for being a template. The only issue might be the template unwinding issue we had with recipe pages.
