hmm. from what i can piece together, it was made by an artist named Wang who worked for Sendol Art Studio. William Hung appears to be the president of the studio, and the deviantart account linked as a source used to be called "william19," so the person who uploaded the art must have assumed Hung was the artist.

unfortunately i can't find much about whether it was actually used in the TCG. i do see other artwork on their deviantart with descriptions like "practice work for the WOW TCG." maybe this is also practice work, and they just forgot to say that? so yeah, i think it's fair to call it fanart unless we can find a card or something it was used on.
