Patch changes

Patch 10.2.0 (2023-11-07):
- Damage increased by 30%.
- Cooldown reduced to 40 seconds (was 1 minutes).
Hotfix (2023-08-21): No longer interrupted by school lockout effects.
Patch 10.0.0 (2022-10-25): Now a row 1 Vengeance talent (was a level 11 Vengeance ability).
Patch 9.0.1 (2020-10-13):
- Fel Devastation is no longer a Talent and will be learned by all Vengeance Demon Hunters at level 11 (was a level 108 Vengeance talent). Additionally, Fel Devastation now costs 50 Fury.
- Healing effect moved to Rank 2 (learned at level 23).
Patch 8.0.1 (2018-07-17): Now available at level 108 (was 110).
