Elementium Lockboxes drops randomly from level 80+ mobs. Rogues can also pickpocket them from humanoid mobs. They contain 25-35 gold and an ilevel 300-312 uncommon item; there is a chance that the uncommon item will be another Elementium Lockbox, containing more gold and another item (which can also be another lockbox... and so on and so on).
