Draught of Leeching Strikes are contained in the chest of Chaotic Concoctions that appears in Torghast, Tower of the Damned while the "Chaotic Concoctions" Blessing is active. The draught has a 10-second cooldown, shared with 
[Draught of Leeching Strikes] and 
[Long Tail Dynarats], which are also contained in the chest, but not with other potions.
