Drakkisath's Brand is a glowing orb located behind General Drakkisath in Upper Blackrock Spire and ends the quest Blackhand's Command. Note that shortly after zoning into Blackrock Spire, Drakkisath's Brand will show up on the minimap (as it is located several floors above you).
Upon completion of this quest, one can enter Blackwing Lair by using the Orb of Command in the Blackrock Mountains.
The quest, 
[60D] Blackhand's Command, starts with the 
[Blackhand's Command], a drop from the Scarshield Quartermaster near the Blackrock Spire instance portal.
