While the area is present in-game, it can't be accessed by normal means.
claytonio test area is the name of a few subzones located in Development Land. One appears to be a prototype of Sholazar Basin, and the other is part of an unreleased area, resembling a farming village which is referenced in game files as "HFjord - WindmillTown". As of build 5.4.8.18414, the latter had 2 game objects spawned on it: "Clayton_Test_Active_Doodad" and "clay_test_yep_451_oh_yeah".
