This item is a quest reward from   [40] Mana Surges (the last stage of the   [40] Return to the Marsh chain) which started with Tabetha in Dustwallow Marsh. It was available as early as level 35 (the minimal level required for this quest chain) however the quest chain was removed on patch 4.0.3 and the staff is no longer available.

Notes

Mages should note that  [Zum'rah's Vexing Cane] that drops from Witch Doctor Zum'rah in Zul'Farrak is superior to the  [Celestial Stave] and easily obtainable. Because of the lack of available caster off-hands, Mages should choose the  [Celestial Orb] instead because of its rare and useful mana-restoring ability.
