Blade of the Anointed
The second Blade of the Anointed, known as "The Hand of Providence," can be found in the fountain in front of the Scarlet Monastery cathedral. It finishes the quest 
[10-30D] Blades of the Anointed and begins [10-30D] Unto Dust Thou Shalt Return.
