- Use: Reduces the movement speed of the target stoneborn by 50% for 3 sec and applies Drained upon completion.
Anima Siphon presumably would have been looted from an Anima Collector during 
[50-60WQ] Tithe and Taxes. On live, interacting with an Anima Collector gives the same on-use effect via an Extra Action Button instead.
