Kaelis Sunsoar is a blood elf (judging by his paladin attire, presumably a Blood Knight) and the second-in-command of the Reliquary excavation at the Ruins of Ogudei, under Belloc Brightblade. Given the presence of other Blood Knights both wearing the Reliquary tabard and protecting the Reliquary's scouts and magi in the area, he is presumably their commander.
Kaelis is found next to Melia Sunsoar, channeling his portal out of the ruins. The two are probably related.
