Water-Resistant Receipt is found at [64.9, 84.4] in the back of the silithid-filled cave of the Sunken Dig Site in Thousand Needles. The receipt can only be interacted with after picking up the 
[Sandy Ransom Note] from Alyx's call board at the celebration area outside the Caverns of Time in Tanaris as part of Guest Relations.
The <Exotic Goods> title previously belonged to Vashti the Wandering Merchant in Azsuna who sold decidedly non-exotic wares, so he now bears the <General Goods> title. Vashti patrols the eastern road, likely at the southern end around [66.9, 44.0] in the Olivian Veil. In addition to his normal wares, Vashti has several new purchases, including the 
[Sandy Celebration Crate]!
