This item is dropped by Frosthorn Rams while the character is on the quest  [10-30] The Yeti Next Door.

Gather four of them, and combine them into:

•  [Giant Yeti Meal]

The giant yeti meal is then used to waken Shatterhorn, so you can kill it.

Notes

Since the meal is not drugged, and in any case only has an interrupted meal, it is an open question why the character cannot slay the beast in its sleep.
