"Increases healing effects..." seems to also apply to your own effects (Drain/siphon life) in the form of increasing their healing by 20%, as well as the health they steal by 20%. Or, at least, that's what it seems to do when I did a little before/after test of the armor. With the changes to Warlock armour buffs, Demon Armor now increases the healing done to the Warlock, in the way that Fel Armor used to. Yes, this includes healing the Warlock does to herself with Drain Life, Healthstones, Bandages, etc. In the case of Drain life and Siphon Life, the buff does not increase the damage done to the target.
