I was a little confused when I thought I should be hunting in the Ruins Of Silvermoon. Actually, you leave the Ruins of Silvermoon altogether. Check out this map and look for the WEST SANCTUM, which is below the Ruins of Silvermoon to the South-West.
There seems to be a lot of confusion about where to find this enemy, but he is real easy. I found the Darnassian behind the big gazebo-like Sanctum.
Velania is standing in the woods a little in front of the Sanctum.
