The Shattered Sun Channelers are blood elves that are creating a portal from Shattrath City to the Isle of Quel'Danas behind Exarch Nasuun with the use of 
[Smuggled Mana Cells] from the quest 
[70 Daily] Intercepting the Mana Cells†. They spawn at the commencement of phase 2, and despawn once the portal is created in phase 2B.
