Speak to the Vengeful Wisp at the Irontree Woods in Felwood. With the wisp following you, kill satyr at Jadefire Run until you receive the  Shimmering Light buff. Speak to the Vengeful Wisp again and it will drop Gift of the Wisp on the ground. Loot it to obtain the rune.
