Proton Accelerator Controller
Four Proton Accelerator Controllers can be found within Bash'ir Landing in the Blade's Edge Mountains. [53, 16] Each is next to one end of a Proton Accelerator, a series of aligned rings creating a tunnel-like effect.
A Controller requires and consumes an 
[Accelerator Module] when activated, which is only purchasable for a short time during the Bash'ir Landing raid event. When used, it attempts to summon 
Bash'ir. This has a low chance of success, and usually Bash'ir's Harbinger will appear instead. Both drop an 
[Apexis Crystal] and can be defeated by a moderate-sized party at level 70.
The summoned NPC appears at the far end of the "tunnel", is unattackable, and walks toward the Controller end. It starts out slightly transparent but becomes more opaque as it walks, indicating that it is gradually being transported from elsewhere. After exiting the tunnel, it becomes attackable. The process takes about 15 seconds.

The controller can be used to activate the linked proton accelerator. This will call forth one of Bash'ir's harbingers, or perhaps Bash'ir himself.
Assuming, of course, that you have an accelerator module to activate the device.
Power the proton accelerator with an Accelerator Module to summon Bash'ir, or one of his harbingers.
