Power Surge Shaman rune Passive Each time Flame Shock deals damage, it has a 5% chance to reset the cooldown on Lava Burst and Chain Lightning and make your next Lava Burst or Chain Lightning within 10 sec instant. Each time Riptide heals, it has a 5% chance to make your next Chain Heal within 10 sec instant. Additionally, every 5 sec you gain mana equal to 15% of your Intellect.

Patch changes

• Patch 1.15.4 (2024-09-24): [Flame Shock] periodic damage can no longer make the Shaman's next [Chain Heal] instant, and [Riptide] periodic healing can no longer reset the cooldown on [Lava Burst] and [Chain Lightning] and can no longer make those spells instant.
  
• Hotfix (2024-02-27): Tooltip revised to clarify functionality. This rune periodically grants mana every 5 seconds, equal to 15% of the Shaman's intellect. Some potential timing issues that could have sometimes made it give less mana than intended have been fixed.
  
• Hotfix (2024-02-14): Power Surge gained during a Lava Burst, [Lightning Bolt], or Chain Lightning cast will no longer be consumed by that cast (since it does not benefit).
  
• Patch 1.15.1 (2024-02-06): Added.
