Operation: Floodgate is a dungeon in The War Within, added in patch 11.1.0.
Getting there
The instance line and meeting stone are located at [46, 48] at the north end of the Waterworks in central Ringing Deeps. There are no special requirements to unlock the dungeon, but there is a breadcrumb quest: 
[80D] Operation: Floodgate: Disposing of the Garbage from the Incontinental Hotel in Undermine.
Adventure Guide
Agent Renzik "The Shiv" leads a covert mission to infiltrate a crooked Darkfuse project at the Waterworks dam. The mad scientist behind it all must be neutralized in order to cut off the power headed towards Gallywix's sinister schemes.
Encounters
Big M.O.M.M.A.- A prototype mech code-named Big M.O.M.M.A., piloted by Silva Stratospark, has been deployed to the Waterworks as operational security in service of Gallywix's schemes. The mech boasts a dizzying array of communications equipment, bolstered by the Darkfuse's Black Blood experiments.
Demolition Duo- The brains and brawn Duo of Venture Co, otherwise known as Keeza Quickfuse and Bront. Contracted to for whatever explosive needs Gallywix needs. Keeza's quick to explode and Bront is quick to clean it up.
Swampface- Buried beneath the riverbed at the Waterworks lies a hibernating beast. Amidst the commotion around the dam, Swampface awakens and emerges from the mud in a groggy rage to squash the first thing that moves.
Geezle Gigazap- At the heart of the Waterworks dam, the electric mastermind Geezle Gigazap siphons power for "THE PROJECT". When he is cornered and Gallywix's secret plans have nearly come to a halt, Geezle reroutes the power headed to the Undermine... to himself!

- Renzik "The Shiv" says: Get inside that dam and shut down their project! It's time for a little wetwork...
- Renzik "The Shiv" says: That gated pipe is your best place to infil. Steal their explosives and blow up that gate!
Renzik "The Shiv
I've got your six covered. Go steal some bombs so we can blast our way into that dam!
Roger that!
Loot bomb stockpiles. Three are on the way to Big M.O.M.M.A out in the open:
- Renzik "The Shiv" says: Nice one. Just don't drop it!
- Renzik "The Shiv" says: Stay on mission. We're gonna need more!
Near drones:
- Renzik "The Shiv" says: Keep an eye out: drones are on patrol. You wanna take out their controller.
Big M.O.M.M.A.:
- Big M.O.M.M.A. yells: I'm gonna teach you a lesson!
- Big M.O.M.M.A. yells: Time to tangle!
- Big M.O.M.M.A. yells: That does it... Momma's mad!
- Big M.O.M.M.A. yells: Get 'em, kids!
- Big M.O.M.M.A. yells: I'm not really mad... just... disappointed...
- Renzik "The Shiv" says: Target is down! Nicely done.
Pick up the newly-accessible bomb, then cross west to the Demolition Duo.
Keeza Quickfuse and Bront:
- Keeza Quickfuse says: Well, well... what have we here?
- Bront says: Youse guys stay right where you are!
- Keeza Quickfuse yells: Welcome to the firing range!
- Bront yells: It's playtime! Playtime!
- Keeza Quickfuse yells: Yes... yes yes!
- Bront yells: I'll get 'em, boss!
- Bront yells: I did... like you said... b-b-boss...
- Keeza Quickfuse yells: It's all... Bront's... fault...
- Renzik "The Shiv" says: We're on a roll. Get some more bombs, and we'll blast our way in.
Pick up the B.B.B.F.G. and take out the zeppelin, then loot the final stockpile:
- Renzik "The Shiv" says: When you go loud, they won't know what hit 'em!
- Renzik "The Shiv" says: Good work, squad. Now get movin' to the dam!
Get to water level at the base of the dam and interact with the Bomb Pile to spawn Swampface. Defeat it.
- Renzik "The Shiv" says: We're good! So get in there already!
- The instance updated the respawn location.
Renzik runs up and has new gossip:
We're in! Let's get to the bottom of this goblin madness.
At bottom:
- Renzik "The Shiv" says: You see an extension cable? That means they're siphoning power. Stay frosty...
Entering The G.R.I.D.:
- Renzik "The Shiv" says: This project can't continue without the scientist behind it all. Put that big brain on ice!
- Geezle Gigazap yells: Soon I shall have the POWER I require!
Renzik runs up with new gossip:
This is it squad. Take down Geezle and shut off that machine!
Geezle Gigazap:
- Geezle Gigazap yells: You dare question ME? Face annihilation!
- Geezle Gigazap yells: It's working... IT'S WORKING!
- Renzik "The Shiv" says: Finish this before the whole dam place blows up!
- Geezle Gigazap yells: Fry and... DIE!
- Renzik "The Shiv" says: You did it! Now I can take a long-overdue vacation in Undermine, just like I wanted...
- Renzik "The Shiv" says: Hey, if anyone asks, we were never here, and I don't know you, okay? Okay.
Post-encounter gossip with Renzik:
Great work in there soldier! Let's blow this popsicle stand.

Patch changes
Hotfix (2025-10-13): Waystone unlocked after Geezle Gigazap now functions correctly. - Hotfix (2025-02-27):
- Mythic+ timer increased to 33 minutes (was 32 minutes).
- Weapons Stockpiles are now displayed on the map.
- The Bomb Pile at the entrance to the Dam Service Tunnel is now displayed on the map when active.
- Adjusted the composition of patrols inside the Dam Service Tunnel to reduce difficulty.
- Adjusted the composition of some packs near Big M.O.M.M.A. to reduce difficulty.
