Mental Recovery is a conduit for monks. It drops from Shriekwing in Castle Nathria, Zo'phex in Tazavesh, the Veiled Market, and the Lords of Dread in the Sepulcher of the First Ones.
An ilvl 145 version is also rewarded from 
[60] Strengthen the Bond, 
[60] A Journey Made Together, 
[60] Strengthening the Bond, and 
[60] Strengthening the Bond.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.

Hotfix (2021-02-04): Fixed an issue where Mental Recovery's slow effect was not being removed with slow immunities (e.g.
