Ley Line Focus Control Talisman is provided by (the corpse of) Mage-Commander Evenstar upon accepting 
[15-30] The End of the Line.
Effect
When used, you are granted the following buff which will satisfy the quest requirement.
Ley Line Information — The energies of the ley line are being redirected to the Azure Dragonshrine. The magic is being used to empower the blue dragons there in preparation for an attack upon Wyrmrest Temple.
