Haephest's Satchel can drop from any mob in Draenor for blacksmiths, but most likely to from Karnoth for the quest  [10-40] Shadows Awaken in Teluuna Observatory at Embaari Village. It starts  [10-40] The Strength of Iron, which begins a short chain to unlock The Forge blueprints for the Garrison.
