Draconic Hierophant's Grips are created by using a 
[Venerated Garnet Forgestone], which drops from Dathea, Ascended in the Vault of the Incarnates.
They can also be created by converting another pair of Dragonflight Season 1 gloves at the Revival Catalyst Console in Thaldraszus.
