Dirt-Caked Celebration Crate is found at [22.4, 83.7] in the Slough of Dispair of the Forgotten Crypt in Deadwind Pass. Players who pick up the 
[Dirt-Caked Ransom Note] from Alyx's call board at the celebration area outside the Caverns of Time in Tanaris will be able to see the crate.
The quest begins 
[30-80] Dirt-Caked Celebration Crate, which rewards 5x 
[Bronze Celebration Token] and is required for 
[Crate Insurance Agent] and 
[No Crate Left Behind].
