The Courageous Primal Diamond is one of Wrathion's Crown of Heaven meta gem purchased in exchange for 5x
[Primal Diamond] from the Blacktalon Quartermaster behind Wrathion in the Tavern in the Mists. This gem is designed for healers. Casters, melee and range attackers, and tanks each have their own gem.
In order to purchase it the player needs to have completed 
[90] The Crown of Heaven, the legendary quest in patch 5.2.0 involving the Throne of Thunder, before patch 6.0.2.
Details
The "chance to make the next spell cost no mana" has a 1.40 Real PPM on attempting helpful spell. There is no internal cooldown on the proc.
Patch changes
Patch 6.0.2 (2014-10-14): No longer a quest reward. - Hotfix (2014-11-15): Resolved an issue causing the Mists of Pandaria Legendary Cloaks and Metagems to remain effective for level 100 characters.
Patch 5.3.0 (2013-05-21): Clearcasting effect renamed to "Lucidity" to differentiate it from other spells with that name. - Hotfix (2013-04-16):
- Socketing a legendary Meta Gem (Capacitive Primal Diamond, Courageous Primal Diamond, Indomitable Primal Diamond, and Sinister Primal Diamond) to a bind-on-equip helmet now causes the helmet to become soulbound.
- Courageous Primal Diamond should no longer have its Clearcasting effect get overwritten incorrectly, and the Clearcasting effect should no longer activate if the character is not in combat.
