Caverns of Time Portal-Keepers are found outside the Caverns of Time in Tanaris during the Bronze Celebration, holding portals to areas with Chests of Props on Azeroth and beyond, as well as portals back to the Caverns of Time.

Each day, a different variant appears:

High elves with the Keepers of Time tabard holding Portals to Twilight Highlands, Uldum, Mount Hyjal.
Draenei holding Portals to Nagrand, Gorgrond, Shadowmoon Valley on alternate Draenor.
High elves of the Silver Covenant holding Portals to the Storm Peaks, Icecrown, and Grizzly Hills.
Pandaren holding the Portals to Valley of the Four Winds, Kun-Lai Summit, and Jade Forest.
Ghostly night elves holding Portals to Val'Sharah, Stormheim, and Suramar.
Kul Tiran tidesages holding Portals to Stormsong Valley, Drustvar, Tiragarde Sound.
Human Knights of the Ebon Blade members holding Portals to Zereth Mortis, Ardenweald, and Revendreth.
Blue dragonspawn holding the Portals to Ohn'ahran Plains, Waking Shores, and Azure Span.

Trivia

Their portal to Tiragarde Sound was named Portal to Tiragard Sound and wasn't functional.
