Patch changes

Patch 4.0.1 (2010-10-12): Removed.
Patch 3.1.0 (2009-04-14): Now reduces the mana cost of Destruction spells by 4/7/10%. No longer increases the chance to hit.
Patch 3.0.2 (2008-10-14): Now also increases your chance to hit with Destruction spells by 1% per point.
