The Blue Magic Wand is looted from the Mysterious Wand found in the locked library in the War Creche in the Forbidden Reach. When obtained, the wand will immediately break, unleashing a 10 minute buff of Seething Blue Magic (dealing damage has a chance to blast the target with Arcane damage.) and leaving you with a 
[Snapped Wand].
