The Blackwater Cartel, formerly known as the Blackwater Raiders, are one of the major goblin cartels. They run the town of Booty Bay in the Cape of Stranglethorn which serves as their main base of operations.[1] They also have a presence in downtown Undermine, where they own the Blackwater Marina. The cartel is led by Baron Revilgaz,[2] acting as the Blackwater trade prince and the head of Booty Bay. Originally an independent pirate group closely affiliated with the Steamwheedle Cartel, they were the sworn enemies of Bloodsail Buccaneers. Blackwater eventually became a cartel of their own[3][4] and now focuses on shipping, trade, transport, and tourism. Though they still do some smuggling and piracy on the side.[5]

History

Background

Prior to the First War,[6] the human kingdom of Stormwind established a town in Stranglethorn Vale named Blackwater Cove. However, the settlement was quickly overrun by the native jungle trolls, forcing the humans to retreat. In their absence, goblins drove out the trolls and took control, renaming the town Booty Bay.[7][8][9] Ever since, the town has been managed by a group known as the Blackwater Raiders, made up of pirates, thieves, and warriors.[10] Despite being independent, the Raiders operated the city on behalf of the Steamwheedle Cartel.

The Blackwater Raiders were considered good men, respectable as pirates go.[11] It is an important Blackwater rule to only kill when necessary. As such, there's no love between the Raiders and their rivals, the Bloodsail Buccaneers.[10]

After the Third War, conflicts in Alterac Valley and Warsong Gulch had drawn attention away from Stranglethorn, slowing local business. Baron Revilgaz, seeking to attract people back to the port, was approached by Riggle Bassbait, a goblin angler with a discovery he called the "tastyfish." Initially skeptical, Revilgaz changed his mind after tasting the fish, which inspired him to create a competitive fishing event along the Stranglethorn coast. The plan was a success, revitalizing Booty Bay[12] and establishing the Stranglethorn Fishing Extravaganza, which has since then been organized weekly by Riggle and his assistants.

One day a year, on Pirate's Day, the Blackwater Raiders let Dread Captain DeMeza and her crew run riot in Booty Bay before she leaves them in peace to go plunder the South Seas again.[13]

World of Warcraft

During this period the Blackwater Raiders in Booty Bay were plagued by various problems. For one, Krazek, Baron Revilgaz's secretary, had adventurers deal with a number of tasks for him. Such as delivering supplies to Lieutenant Doren's camp in the north, where efforts were underway to stop Colonel Kurzen and his followers,[14] investigating Nesingwary's Expedition camp,[15] and acquiring Lesser Bloodstone Ore from a mountain cave in Drywhisker Gorge in the Arathi Highlands, as payment for fixing Corporal Kaleb's crock pot.[16][17] Later, adventurers were sent to check on a delayed delivery of scarab shells from Krazek's cousin, Tran'rek, in Gadgetzan.[18]

Meanwhile, Mogul Kebok, overseer of operations on Azeroth (the continent), and subordinate to Baron Revilgaz, faced mounting issues with the Bloodscalp trolls killing his agents. To address this, he hired adventurers to hunt the trolls and collect their ears as proof.[19] He later sent them to gather tusks from the Skullsplitter trolls for crafting counterfeit tiger fangs for export.[20] When ordered from the baron to deal with the Venture Co. at Lake Nazferiti, Kebok tasked adventurers with stealing Tumbled Crystals from their Venture Co. Geologists.[21]

Fin Fizracket, a member of the Blackwater Raiders, contracted Stranglethorn Fever, which he claimed could only be cured by eating the heart of Mokk the Savage. He sent adventurers to find Witch Doctor Unbagwa, who could summon Mokk, and retrieve the heart for him.[22]

In Faldir's Cove in the Arathi Highlands, an expedition of Blackwater Raiders, led by Captain O'Breen, sought an elven treasure.[23] A mysterious tide caused by the naga sank two of their three ships, the Spirit of Silverpine and Maiden's Folly, leaving only the Harbinger which became stranded in the cove.[24] Adventurers helped Captain Steelgut fight the naga and recovered navigation logs from the wrecks for First Mate Nilzlix.[25][26] They also assisted Professor Phizzlethorpe and Doctor Draxlegauge in locating elven gems on the seafloor using the Goggles of Gem Hunting, which were charged in a nearby cursed cave.[27][28] The gems were delivered to Captain O'Breen, who sent word to Fleet Master Seahorn that the treasure had been found and was being salvaged.[29][30] Later adventurers, returning with Seahorn’s correspondence, came just in time to defend the cove from another attack from the Daggerspine.[31][32]

At some point, Baron Revilgaz had become involved in the goblin racing team's efforts at the Mirage Raceway. He had promised to send a prototype fuel regulator to Monte Gazlowe, the leader of Ratchet in the Barrens, a fellow Steamwheedle town that did most of its business through Booty Bay.[33] Gazlowe was then to deliver it to Pozzik, leader of the goblin racing team, but Revilgaz's men had failed to retrieve the blueprints from the Venture Company operation at Lake Nazferiti due to Foreman Cozzle's interference.[34] So when adventurers sent by Gazlowe came to check on the delivery, he tasked adventurers with stealing the blueprints from Cozzle.[35] Once recovered, the Baron had the blueprints sent directly to Pozzik at the raceway.[36]

After hearing rumors of a haunted island with water elementals and a raving goblin ghost, Krazek sent adventurers to inform Baron Revilgaz.[37] Believing the island might hold the legendary Stone of the Tides, Revilgaz tasked adventurers with locating the island and retrieving a book from the Stormwind Library for more details on the legend.[38] To break the Stone's curse, he sent them to collect bracers from the water elementals and bring them to Archmage Ansirem Runeweaver, who deduced from the residue found in the bracers that the Stone's power was being amplified from an altar that could be destroyed using an ancient troll dagger the archmage had given to his daughter Catelyn the Blade.[39][40] However, Catelyn's blade had been taken by "Pretty Boy" Duncan of the Bloodsail Buccaneers.[41] Adventurers retrieved it,[42] destroyed the Altar of the Tides in the Vile Reef, defeated Gazban, and brought the Stone of Tides to Revilgaz.[43]

When the Bloodsail Buccaneers were spotted across Stranglethorn, First Mate Crazz sent adventurers to investigate a cove along the Savage Coast.[44] There, they uncovered letters detailing plans to attack Booty Bay, which Crazz had them report to Fleet Master Seahorn.[45] At the same time, other Blackwater Raiders sought help recovering items the Buccaneers had stolen. Deeg asked adventurers to recover a shipment of snuff,[46] while Dizzy One-Eye needed assistance retrieving his enchanted eye.[47]

Seahorn then sent adventurers to raid the Buccaneers’ southern command post on the Wild Shore and recover charts and orders to uncover their plans.[48] After learning the Buccaneers were preparing a fleet to attack Booty Bay, Seahorn ordered a preemptive strike on their leaders—Captain Keelhaul, Captain Stillwater, and Fleet Master Firallon — in order to stop the attack before it could begin.[49] Around the same time, adventurers who had chosen to ally with the Bloodsail Buccaneers instead were ordered by Fleet Master Firallon to carry out a similar operation against Fleet Master Seahorn and Baron Revilgaz.[50] However, it would later turn out that both sides managed to survive their assassination attempts.

Cataclysm

During the Cataclysm, a tidal wave hit Booty Bay. The statue on Janeiro's Point was partially broken, the large red cannons guarding the port fell into the sea, many buildings were damaged, and flotsam and jetsam could be seen littered around the harbor. Furthermore, Mogul Kebok had apparently been demoted at some point, as he now worked as the Horde flight master's assistant.[51] While Revilgaz's assistant, Krazek, had become a merchant and moved to Nesingwary's Expedition.[52]

Following the Cataclysm, Fleet Master Firallon and his Bloodsail Buccaneers once again tried to take Booty Bay, seeking to capitalize on the damage and chaos caused by it.[53] Adventurers were able to recover details of the attack and report back to Revilgaz. According to the documents found, the Buccaneers were planning to attack the port town from the south-west with three of their ships while a contingent of their troops would attack by land through the entrance to the city.[54] However, the Baron, knowing that this would not suffice to defeat the Blackwater Raiders and that Firallon was smarter than this, suspected there was more to the scheme and had adventurers infiltrate the Bloodsail pirates to investigate.[55] Suspicious of the adventurers, the Bloodsail recruiter, Yancey Grillsen, informed them that in order to get in Firallon had ordered they kill Fleet Master Seahorn and bring back his head as proof.[56] When the adventurer informed Seahorn about the situation, the fleet master devised a plan to fake his death using Rikqiz's cow, Bossy, and a spare pirate hat from Narkk.[57]

The infiltration was successful, as the adventurers later returned with new information about the planned attack, which revealed that the Brashtide Crew, a large crew of worgen pirates, had allied with the Bloodsail Buccaneers. The Brashtide would join the Bloodsail by attacking from the north.[58] This crew were once part of the Blackwater Raiders before King Greymane closed the Gilneas ports after the Second War, trapping them inside the kingdom.[59] Not being prepared for a full two-front attack between the Bloodsail and the Brashtide, Revilgaz feared it would take a small miracle to hold Booty Bay.[60] The assault started soon after, Seahorn quickly jumped into action to defend the port.[61] When Revilgaz sent the adventurers to aid him, Seahorn asked for help to kill the Brashtide pirates in the city[62] and the Bloodsail pirates aboard the Damsel's Luck who had entered the harbor.[63] Revilgaz also had the adventurers obtain explosives from Narkk,[64] take to the skies on a wind rider, and bomb the Brashtide pirates and their attack boats from above.[65] Thanks in large part to the adventurers' efforts, the Blackwater Raiders were able to turn the tide of battle and win the day. Finally, Baron Revilgaz sent them to finish off Fleet Master Firallon, making sure he would never threaten Booty Bay again.[66]

Fleet Master Seahorn later appeared on Mount Hyjal, where he helped defend Sethria's Roost against Ragnaros' minions.[67]

During the war against the Zandalari, Vol'jin went to Booty Bay to warn Revilgaz about the threat they posed. The Baron promised to make it worth his while if he could keep his city safe.[68] Revilgaz sent Overseer Blingbang to Zul'Gurub to observe the operation, but he also requested adventurers go into the Gurubashi capital and make something happen. At the very least, he wanted them to find him something that would help keep the trolls away. Revilgaz also dispatched Briney Boltcutter to the temple city to hunt down priceless troll artifacts.[69] Adventurers later returned with news of having vanquished the Gurubashi and having obtained Zul'Gurub Stones that might ward them off if they were to return again. Grateful, Baron Revilgaz rewarded them with a stash of loot located inside the Janeiro's Point statue.[70]

Traveler

At some point after the Cataclysm, Fleet Master Seahorn appointed Adashe Flintwill as the captain of the Sea King and assigned the former Brashtide pirate, Joe Barker, to be Adashe's first mate. After several weeks of its first voyage, the Sea King crew plundered the merchant ship Winter's Knot. When the crew were enjoying its spoils and were a bit light-headed, the Bloodsail Buccaneers ships — the Orca and the Killmonger — led by Ironpatch attacked the Sea King. The orc captain killed Adashe Flintwill and his two brothers, Akashinga and Amahle, who were the second and third mates.

The Orca parted with the new loot, and as Ironpatch was preparing to kill the rest of the crew, Greydon Thorne and the Wavestrider appeared and sabotaged the Killmonger. They infiltrated the Sea King, resulting in the Bloodsail pirates' defeat and Ironpatch's death by Makasa Flintwill, avenging the deaths of her brothers. After this, the bodies of the Flintwill brothers and the deceased Sea King crewmen were buried at sea. Makasa and Joe Barker decided to join Greydon Thorne's crew which had also suffered some losses in the battle. While boatswain Enric Torque and quartermaster O'Ryen Jones took command of the Sea King and the captured Killmonger and returned to Booty Bay, informing Seahorn of what had transpired.[71]

Quest for Pandaria

Shortly before the invasion of Pandaria, Li Li and Chen Stormstout visited Booty Bay, where they got acquainted with Catelyn the Blade at the Salty Sailor Tavern. Catelyn had a debt to the Steamwheedle Cartel and stole the Pearl of Pandaria from Li Li in order to use it as payment. After the pandaren realized that they had been robbed, they confronted Catelyn and her crew at her ship, the Neptulon's Bride. At that moment, the Bloodsail Buccaneers attacked the town once again. Swarming out from every hiding place imaginable around the dock, the armed pirates ambushed Booty Bay's bruisers, bounding toward the Raiders' ships. Catelyn ordered her crew to leave the harbor only to be ambushed by Bloodsail ships, commanded by draenei Captain Koslov.

Chen, Li Li, and Catelyn fought side by side against the Bloodsail but were outnumbered. Koslov ordered that they be executed, but he was interrupted by the arrival of Catelyn's father, Ansirem Runeweaver, and some Kirin Tor mages who came to the Bride's rescue. They defeated the pirates, and Ansirem, after catching up, gave his daughter an enchanted gem in order to pay her debt before teleporting away. After that, they returned to Booty Bay, where the Bloodsail attack had left the town disorganized, and it would be some time before private ships were available for charter again. Catelyn returned the pearl to the pandaren, and as repayment and as thanks for helping her and her crew battle the Bloodsail Buccaneers, offered to take them with her to Gadgetzan.[72]

Warlords of Draenor

At the time of the war in Draenor, Fleet Master Seahorn was sent by Baron Revilgaz to Lunarfall and Frostwall on alternate Draenor, where he asked the commanders to look for a device sung about in orc sea shanties capable of navigating the broad, rough ocean of Draenor. The orcs used it to keep their heading true in the choppiest of storms and the Baron was willing to part with some fine treasure to find such a prize.[73][74]

Legion

During the Burning Legion's third invasion, the Bloodsail based around Booty Bay were under the command of Fleet Admiral Tethys[75] and affiliated with the Uncrowned. The Blackwater Raiders allowed them to dock The Crimson Veil in Booty Bay while they were hunting for the legendary Dreadblades wielded by Dread Admiral Eliza, but it was not a cheap arrangement.[76]

Battle for Azeroth

By the time of the Fourth War, the Blackwater Raiders had left Faldir's Cove in the Arathi Highlands, which was now under the control of the Alliance forces. Meanwhile in Booty Bay, Revilgaz's spyglass had apparently been stolen by pirates. He has some sort of vision problem with his right eye, which required a magic spyglass be custom-made for his use at great cost. When adventurers recovered it and returned it to him, he was so grateful that he gave them the large and expensive amount of Azerite he owned as a reward.[77]

Dragonflight

During the war against the Primalists, the blue dragon Zeros became indebted to Baron Revilgaz after taking a loan to invest in magic crystals. When the market crashed due to a misleading article in the Booty Bay Journal, Zeros was unable to repay his debt, and Revilgaz, furious over the loss, threatened to have Zeros skinned.[78] With the help of adventurers and Senegos, Zeros uncovered that the article was part of a scheme by Captain Grub Redcut, who had stolen the crystals and spread false information.[79][80] After raiding Grub's ship, Zeros offered the recovered gold to Revilgaz as partial payment.[81][82] Dissatisfied, Revilgaz ordered his bruisers to act but Senegos intervened in his dragon form, scaring off the baron and his men to rescue Zeros.[83]

Exploring Azeroth: Pandaria

By the time of the awakening of the Dragon Isles, Catelyn, her wife Nalini, and their all-female crew were traveling through the South Seas aboard the Shirvallah's Laughter, until they fetched up on Pandaria's shore and found a friendly berth at Anglers Wharf. While Nalini went about establishing new trade contracts and the crew focused on repairing the ship, Catelyn sent word of her arrival to Chen and Li Li Stormstout, who subsequently decided to take her on a tour of Pandaria. Throughout the journey, Catelyn made her own trade contacts, such as with Uncle Keenbean and Captain "Soggy" Su-Dao.

After their journey throughout Pandaria was completed, Catelyn revealed that the first port the Shirvallah's Laughter would visit after leaving Anglers Wharf was the Wandering Isle and invited the pair to come along. The Stormstouts agreed and showed her around the island after their arrival. When Catelyn and the rest of her crew left the Wandering Isle, they were accompanied by Li Li, who decided to travel with them.[84]

The War Within

Trade-prince Revilgaz and the other cartels heads in a meeting with Jastor Gallywix.

At some point, Marin Noggenfogger rising to the position of Trade Prince of Steamwheedle opened the door for the Blackwater Raiders to become a cartel of their own, with Revilgaz becoming its Trade Prince. While they separated themselves from the Steamwheedle Cartel, both cartels are still friendly to each other. The Blackwater Cartel is now focused on shipping, trade, and travel.[85]

Following the battle of Hallowfall, Jastor Gallywix entered into a deal with Xal'atath to fix the Dark Heart which had been damaged by Alleria Windrunner during the conflict. In return, the Harbinger aided him in taking over Undermine. As part of his conquest, he arranged the kidnapping of Fleet Master Seahorn as a means to keep the Blackwater Cartel in line.[86] Under Gallywix's command, Blackwater was forced to ship Black Blood for him. Laslo Overbite, the Bilgewater Cartel leader in Undermine, tried to convince Revilgaz and the other major cartel heads to rebel against Gallywix but to no avail, which got him killed.[87]

Eventually, a group led by Monte Gazlowe and Renzik "The Shiv", arrived in Undermine in order to stop Gallywix's scheme and recover the Dark Heart. They quickly discovered that the Black Blood was all over Undermine, that the Blackwater Cartel was responsible for shipping it across the city, and that the cartel was being stalked by ethereals who were also searching for the Dark Heart. Gazlowe and the others went to question Baron Revilgaz, who had been staying in Hovel Hill after Darkfuse Enforcement (Gallywix's henchmen) started squatting in the Blackwater Marina, and he got sick of them watching his every move.[88][89] While Renzik and Gazlowe confronted Revilgaz, the Baron asked adventurers to stop the Darkfuse from intruding on Hovel Hill and take down their recruitment posters.[90][91] Revilgaz repaid the favor by sharing details about Blackwater's shipping routes for the Black Blood and noted that the most recent drop site was in the Heaps.[92]

After discovering about the hostages, Gazlowe, Renzik, and adventurers set off to rescue them while they sent word to Revilgaz.[93] Once Seahorn was liberated from captivity, Revilgaz resolved to untangle the Port Authority and his marina from Gallywix's clutches.[94]

Not long after, Renzik was killed by Nikki the Fixer while protecting Gazlowe from a shot meant for him.[95] After informing Revilgaz and the other cartel leaders of Renzik's sacrifice, they united behind Gazlowe to put an end to Gallywix's tyranny.[96] To defeat Gallywix, they first needed to eliminate his supply of Black Blood weapons, and so Revilgaz, Seahorn, and Noggenfogger went to the Blackwater Marina to end the shipments coming from there.[97] While Seahorn charged ahead to fight the Darkfuse, Revilgaz and Marin sought the aid of the adventurers.[98] Revilgaz gave them a Blackwater cannon and told them to collect cannon balls scattered around the marina to fire on the Darkfuse vessels there.[99] Seahorn got wounded while fighting the Darkfuse but a potion from Noggenfogger helped him recover.[100] He then had adventurers help him repel the Darkfuse from the Blackwater Marina[101] and kill the hobgoblin in charge there, Dockmaster Skeez.[102] After the Blackwater recovered the marina, Revilgaz joined the other cartel heads in rallying the citizens of Undermine and in the fight against Nikki the Fixer in front of the Gallagio. Following her death, Gallywix retreated into his bunker within the hotel.[103][104]

Gallywix called on every favor owed to protect him, and his goons took to the streets of Undermine while he barricaded himself within the Gallagio. After dealing with Gallywix's cronies, Revilgaz helped salvage their tech and created a war tank with the other cartel leaders to breach the hotel's defenses. They fought their way through the Gallagio until they reached the Overboss of Undermine himself.[105]

After the death of Gallywix, Revilgaz and the other leaders came together to build a new tomorrow for Undermine.[106] Once the meeting was over, he gave Grimla Fizzlecrank some advice on how to reign in the rest of Venture Co. and offered her the services of the Blackwater Cartel to deal with the hard cases.[107]

Sometime following this, Revilgaz made his way to the Gallagio to celebrate its reopening under Rosebud Gallywix, which turned tragic when Rosebud was assassinated.[108] Rusebud's killer was ultimately revealed to be Tarbonara Fizzlecrank,[109] who was swiftly dealt with after the discovery.[110] Subsequently, Revilgaz attended the party when the Gallagio was reopened once again.[111]

The Blackwater Raiders is one of the most notorious buccaneer bands in Azeroth.[113] They are a vile group of pirates who make their home in Booty Bay, on the Stranglethorn's southern coast.[114] Despite the fact that they are pirates, the Blackwater Raiders are not really that much of bad guys. They are less interested in plunder and more interested in securing mercantile deals and widening the circle of ports with which they can trade.[115] The Blackwater Raiders are led by Baron Revilgaz.[116]

The port town of Edj, located on Kezan's northeastern coast, is controlled by them. The Trade Coalition has little influence over Baron Revilgaz, and indeed the Raiders attempt to go under, above, or around the coalition's head.[115] They also control some of the harbors in the Barrens' coast.[117]

Rivalry with the Bloodsail Buccaneers

The Bloodsail Buccaneers are the sworn enemies of the Blackwater Raiders, and at the behest of their leader, Duke Falrevere, they make forays against the Raiders' ships and, occasionally, their headquarters in Booty Bay.[118] The two have clashed numerous times over the last 5 years.[119]

Duke Falrevere and every pirate under his banner seem to bear a personal grudge against everyone they come across, but this grudge is particularly strong when it comes to the Blackwater Raiders. Falrevere despises them because the trade princes provide the Raiders with gold, equipment, and other support. Tavern tales say that the Blackwater Raiders are responsible for the death of Falrevere's son,[119] Magrann Falrevere, who died before their cannons.[120]

The Bloodsail frequent seedy taverns in Booty Bay, where they and the Raiders duel in the streets and bars. In addition to ambushing merchant ships that cross the South Seas, the Bloodsail and the Raiders are embroiled in a private naval war that spans the length of the South Seas.[121] Falrevere is holding several submarines secretly beneath Bloodsail Hold for now, for fear of tipping his hand to the Blackwater Raiders before he is ready.[120]

Members

The Raiders are comprised of goblins, humans, and many others who swore them allegiance. After a raid, these pirates send their loot up the road to the Arena to sell, or even further into Azeroth.[122]

  • They are possibly a reference to the real-life private military organization Xe Services LLC (formerly known as Blackwater Worldwide).
  • Blackwater Raiders (US RP server) is named after them.
  • The Booty Bay Journal might be owned by the Blackwater Cartel.
  • Baron Revilgaz called the Blackwater Raiders its own cartel[123] years before they actually became separate from Steamwheedle in The War Within.
